Head of Finance & Administration (DCFO - FIN. & ADMIN)
- Formulates general policy on Finance and Administration within the Service
- Develops internal policy guidelines for managing all systems of the Service
- Implements policies and directives affecting staff and personnel
- Clarifies and addresses issues such as authority for a programme or function and regulatory compliance
- Coordinates activities of all branches under the department
- Handles general correspondence within the Service and with external publics
- Heads Promotion, Transfer, and Appointment Advisory Boards
- Advises the Chief Fire Officer on all financial matters
- Oversees the National Welfare Fund
- Submits Quarterly and Annual Reports, and Yearly Plan of Action

Divisions Under Finance & Administration Department
Finance Division
- Responsible for all financial administration matters
- Draws up the annual budget in consultation with relevant heads
- In charge of Accounts and Budget Sections
- Facilitates regular training and re-training of staff
- Maintains accurate accounts and financial records for audit
- Ensures prompt payment of pensions, gratuities, allowances, salaries, and other emoluments
- Liaises with other departments and external bodies for financial assistance
Administration Division
- Handles general administration matters
- Implements administrative policies and directives
- Supervises Personnel Section and Confidential Registry
- Handles correspondence within the Service and with other agencies
- Ensures training and development of personnel and staff
Legal Directorate
- Responsible for all legal matters within the Service
- Advises the Chief Fire Officer and Boards on legal issues
- Advises on disciplinary tribunals and judicial procedures
- Defends personnel in court and assists in out-of-court settlements
- Submits reports and yearly plans of action
Public Relations Directorate
- Acts as the mouthpiece and interpreter of the Service
- Handles protocol duties, media relations, and publicity management
- Advises on public relations issues and implements policies to enhance the Service’s image
- Trains and re-trains personnel in public relations and fire safety
- Formulates and implements PR policy at all levels
- Submits reports and yearly plans of action

- Media/External/Internal Relations: Handles media policy, public information, and liaison with external publics
- Public Education: Coordinates public fire education campaigns via mass media
- Audio-Visual & Library: Provides photographic/video coverage and maintains records
- Protocol: Handles travel, reservations, and protocol arrangements for personnel and visitors
